Colorado’s 2023 Big Game Hunting License Secondary Draw

Colorado's secondary draw is an excellent opportunity for all hunters to apply for limited elk, deer, pronghorn, and bear hunting licenses.

Remaining (leftover) limited licenses and Over-the-counter (OTC) licenses go on sale online, in person and by phone on August 1, 2023 at 9 a.m. MT.

Didn’t Draw? Start planning for the 2023 Secondary Draw 

Hunters who did not apply or draw a limited big game license in the primary draw should be aware they still have the opportunity to draw an elk, deer, pronghorn, and bear hunting licenses license in Colorado’s secondary draw. Most elk, deer, pronghorn, and bear hunting licenses not issued through the primary draw will be made available in Colorado’s secondary draw, which is open to hunters, whether they applied for the primary draw or not. Secondary draw applications open on June 21, 2023, and must be completed by the application deadline on June 30, 2023, at 8 p.m. MT.

Secondary Draw Basics

  • Primary Draw application is not required. The secondary draw is open to every hunter, whether you applied for the primary draw or not.
  • You will pay an application fee to participate in the secondary draw. You’ll be charged a fee for applying, whether or not you draw a license. The nonrefundable application fee is $8.00 for residents and $10.00 for nonresidents per species.
  • A qualifying license is required. All applicants must first purchase or hold a qualifying hunting license for the current license year BEFORE applying for the secondary draw.
  • No preference points. This draw does NOT use preference points, and you cannot apply for them.
  • No group hunts. You cannot apply as a group in the secondary draw.

It is the customer’s responsibility to know the payment deadlines and verify that their awarded licenses have been paid for prior to the payment deadlines.

Why is my Primary Draw Hunt Code on the Secondary Draw List!?!

You may see a license available in the secondary draw that you were unsuccessful at drawing in the Primary Draw. There are a couple of ways this happens. If a customer returns a license or fails to pay for the license they were awarded in the primary draw, CPW may reissue the license in the secondary draw. Most licenses are added to the secondary draw list if they took 4 or less preference points for a resident adult to draw in the 2023 primary draw. The secondary draw is a great opportunity to get a young hunter a big game license. The secondary draw provides youth hunters with a 100% preference in the secondary draw. What does this mean? The secondary draw processes ALL youth application choices prior to processing adult choices. If your young hunter was unsuccessful in the primary draw, this is another great opportunity to try to get them a Colorado big game hunting license.

  1. Is success in drawing a license in the secondary draw affected by how early the application is submitted?

    1. No, applying early does not increase your chance of drawing a license. Hunters are encouraged to submit their applications early to avoid complications or delays. Get prepared ahead of time so that if problems do arise, CPW staff members have ample time to assist you. If you have questions about setting up your accounts, planning your hunts or applying for licenses, call center agents and hunt planners are available Monday – Friday from 8 a.m. – 5 p.m. MT at 303-297-1192.

  2. can you stil go back and purchase preference points for Moose during the secondary draw if you missed out on applying during the primary draw?

  3. I just finished applying and paying the fee. The application and summary pages didn’t say anything about them being for the Secondary Draw. The application page had the instructions and looked like the Primary Draw that had the April 4th deadline. I hope I applied for the Secondary Draw.

  4. In the email I received, it states “view the secondary draw license lists” and it is also a “link”. It doesn’t open to a “list” of available GMUs for the secondary draw. Are all GMUs open to the secondary draw? What am I missing here? Thanks!

  5. Will our preference points which we’ve already accumulated be applied for this secondary draw?

  6. I see several units state “Special Restrictions; See Brochure”. Where do I find this in the Big Game Brochure? I see it stated for Deer and Bear.

  7. I was unsuccessful on draw but see a few perrmits left over for Unit 20 Private land only. WHY?

  8. I applied for myself and two sons. The email and confirmation page don’t say secondary draw on them at all. How do I ensure I applied for the secondary draw and not the first draw that’s already over?

  9. Applied for Moose, Deer and Elk in the first draw, $24 in non-refundable Application fees, got nothing. Submitted 2 more choices for Deer and 3 more for Elk in 2nd draw, another $16 in non-refundable Application fees, got nothing again… I’m such a chump for falling for that $cam… Unfortunately I moved to CO years ago specifically so I could spend my last years hunting here… What a joke…

    1. Application fees are collected to cover the processing fees for the draws (staff time + vendor fees).
